Stormwater Advisory Team (SWAT): Public Participation Encouraged
RVSS' Stormwater permit requires that the public be provided opportunities to participate in the development of the agency's Stormwater Management Program. One way for the public to be involved is to participate in the regional Stormwater Advisory Team (SWAT), a group whose purpose is to support and assist agencies with implementation of their Municipal Separate Storm Sewer System (MS4) Permit (the stormwater permit).
- The SWAT meets quarterly from 09:00-10:30 the fourth Wednesday of the month in January, April, July, and October at RVSS.
- The bylaws provide information on how the SWAT functions.

The MS4 Phase II permit requires that permittees develop a Stormwater Management Plan (SWMP) that describes how they will implement the requirements of the permit. A revised SWMP Document was adopted by the RVSS board in October 2021.
RVSS SWMP DocumentAnnual Reports
RVSS prepares an annual report of all activities conducted under the Phase II Stormwater quality permit program and the General Construction Permit. This report is submitted to DEQ in November.
